The touristy thing to do. It was on the SF list, so I did drive it. Make sure with these SF hills you have good brakes! (LOL) There wasn't anyone driving it when I had come but then after me came 6-7…Full review by Stacy G

There's a proposition of collecting tolls from drivers who are driving down Lombard street, which to many, find it quite ridiculous, but it is what it is. i am not sure when that will take effect notr if it has been approved. I am sure they will put a sign up there on fees before you proceed down. You can always park at the lower area of the attraction and take photos.
Sorry I cannot answer your question, my visits to SFO are as a tourist from England. I have used public transport on my visits and found it to be very reliable and frequent.
