Police arrested a 27-year-old driver after a fatal pedestrian crash closed a section of North Pacific Highway in Woodburn for over three hours Sunday.

A 49-year-old man died early Sunday morning after being hit by a vehicle in the southbound lanes in the 200 block of North Pacific Highway.
