Charges are pending Monday against a Buena Park homeowner who allegedly operated an illegal Fourth of July fireworks display that misfired, killing an 8-year-old girl.

Questions linger about whether many of the displaced will return to communities. Also, is the soil healthy? Is the air clean?

The girl was fatally injured when a "large illegal fireworks display" set up by a local resident went awry, triggering an explosion, police said.
