SACRAMENTO, California — California Attorney General Rob Bonta assailed the Trump administration’s edict to halt federal funding as imprecise and frustratingly vague on Tuesday. But among the dozens of programs that could be cut, the state’s top law enforcement official pointed to one with certainty: money to help fire-scorched Los Angeles rebuild.

Experts say compromise might be needed to get the president’s support for a big aid package. Some say politicization of the process would set a bad precedent.

In an interview aired Wednesday night, Trump said he may withhold aid to California until the state adjusts how it manages its scarce water resources. He falsely claimed that California’s fish conservation efforts in the northern part of the state are responsible for fire hydrants running dry in urban areas.

Trump claims his order will send more water to firefighters in Southern California. Except the Central Valley Project only delivers water to farms in the center of the state.
